Do you think that non-verbal communication is universal?

The use of nonverbal cues is affected by variables such as gender, personalities and culture like some of you mentioned. There is one more question I would like to pose in the same light. Do you think that non-verbal communication is universal? Why or why not? Give examples to support your assertion.
