Failure rate of TSA agents to identify breaches during airport passenger screening

Recently, the Transportation Security Administration’s acting director was reassigned after DHS reported approximately a 95% failure rate of TSA agents to identify breaches during airport passenger screening. Research this recent issue and provide a brief (1-page maximum) argument on how the DHS should proceed – make incremental changes; major overhaul; or simply scrap a (arguably) program that has failed to meet its purpose.
