Consider and discuss the differences between the New World colonies of Portugal and Spain versus the colonies of England (the 13 colonies, and the original 13 United States).

Did they have traditions of self rule or not? How did historical traditions lead the United States system of government down one path, and the governments of Central and South American down another? Why is South America so different from North America in terms of government, even today?
