As we complete the course, reflect on the knowledge gained and connect the steps in planning with preparation of plans, and the role of exercises. Ground the three components in terms of federal policy and state/local practice. As for Homework 5, we have theoretical readings (Lindell and Perry), applied (Phelps) and federal doctrine and guidance (the FEMA Planning Guides). One of the biggest challenges in implementation of emergency plans is achieving the requirements of a solid and effective plan, while satisfying the form and process of federal guidance. The intent is to pick a State or local entity, and based on their recent response to a disaster, or a review of their plans, offer a high-level assessment of their ability to “bridge the gap” in connecting exercises, plans, and compliance with federal guidance. The assignment is designed for you to make connections between these three interrelated areas that are often considered as separate by practitioners. As an example, Miami was largely able to effectively evacuate residents before Hurricane Irma, while Houston chose not to evacuate. How might these three areas apply to their performance? How would you assess a major city or a region (identify them) in terms of fulfilling the myriad objectives and requirements?
