How do I convince upper management to embark on this path if we don’t have a plan in place already?

Project portfolio management has more benefits than one would one of, increased success in project delivery, better decision making and the ability to prioritize high-value projects, among others. How do I convince upper management to embark on this path if we don’t have a plan in place already?
