We have all heard the saying “one rotten apple spoils the whole bunch.” How might the “rotten apple” theory apply in the context of law enforcement? Do you think that police culture encourages corruption? Can corruption be eliminated and, if so, why or why not? If it can be eliminated, how do we go about eliminating it?
