The primary learning objective for this Case is for the student to develop a sense or judgment as to the importance of emergency and disaster planning for particular disasters. Based on the characteristics of various disasters and emergencies please complete the following tasks: 1.Identify a disaster/emergency which is best controlled through the implementation of each phase of Emergency Management. For instance, identify a disaster which is best or more effectively controlled by implementation of the Mitigation Phase, Response Phase, Recovery Phase, or the Preparedness Phase. For each disaster selected per phase please justify your selection. 2.What is the importance of leadership, training, readiness, and training exercises in mounting an effective and timely emergency response? 3.Please review the article “Dynes, Russell R. “Social Capital: Dealing with Community Emergencies.” Homeland Security Affairs II, no. 2 (July 2006) http://www.hsaj.org/?article=2.2.5” and answer the following question “Describe and discuss how the theory theory of social capital might be helpful in understanding our response to threat and disaster?” The term ‘social capital” is used frequently among high level decision-makers, including the President and his advisors.
