What is the general premise in constructing combined forecasts

The discussion is a two part question… First, what is the general premise in constructing combined forecasts –

i.e., what are some of the reasons we combine forecasts and why do we care?  Second, what is data mining?  In your answer, please reference some of the “tools” of the data miner!
