In this posting, read and answer the Discussion Question #4 on page 58 of your text. There are two main questions, Why is it difficult for theory to be put into practice; and How might we ensure that there is a truer implementation of these reforms?

Relate both of these questions to the opening comment of “… why is there often a disconnect between the intentions of reformers and the ultimate operation of their reforms.” There is no wrong answer, however you will be graded on how clearly you present your argument/information, if you provide solid research and back up for your thoughts, and of course spelling, grammar, and overall concise writing.
